    Abstract

    In the process of urban development in Xi'an, traditions have been excavated, history re-emerged and minority culture becomes a resource for heritage tourism. Highlighted by the tourist experience, cultural heritage has become an important administrative strategy in its urban plan. History has become a convenient resource rather than a time symbol for the local government to boost its economy within the context of inter-city domestic competition. Nationalism is no longer an abstract�concept but can be realized through specific projects. In examing the Tang-themed development plan in Xi'an, this paper focuses on Chinese nationalism in the context o cultural heritage and tourism development.�
