    Abstract

Under the Abbott government, the Defence Department was the focus of two "three-word slogans". The first was helping Immigration to "stop the boats". The second was a promise to put defence spending at "2 per cent" of GDP. While "stop the boats" garnered the lion's share of government and media attention, the pledge for 2 per cent GDP is far more significant for defence and deserves much greater scrutiny
