Abstract
Voluntary programs have rapidly gained prominence to accelerate urban climate action. Effectively, voluntary programs are rule systems that set requirements for their participants, but they do not have to force of law behind them. The challenge is to develop programs that combine requirements (rules) and incentives (rewards) in such a way that they achieve voluntary compliance. Lessons from voluntary programs for urban climate action may help to develop voluntary programs to tackle other urban challenges too.
