Abstract

Introduction It can be argued that CCTV looks set to follow a similar pattern of development over the next 20 years, to become a kind of ‘fifth utility’. Coverage seems set to extend towards ubiquity… The more CCTV coverage becomes the norm, the more excluded areas will fight to gain coverage.
