    Abstract

    The regime of islands is clear that islands must be naturally formed: an artificially formed landmass can never be an island under Article 121 of UNCLOS. It is also clear that naturally formed land that cannot sustain human habitation or an economic life of its own is a rock, rather than a fully entitled island. What, however, is the status of such a feature if artificial intervention has been used to transform the habitability rather than to create new land?
