Abstract
One of the main tasks before the authors of the new Defence White Paper is to define longterm capability priorities. This is especially important for the Royal Australian Navy (RAN), whose overall force structure was last derived from Australias strategic objectives in the 1986 Dibb Reviewmore than 20 years ago. This article will argue that the future RAN should be based around a fleet of at least 12 Collins submarines, continuously built every 20 months.
